Two water agencies serve most of the Murrieta/Temecula Valley area, and both offer turf replacement rebate programs:
- Elsinore Valley Municipal Water District (EVMWD) — serves most of Murrieta, Wildomar, Lake Elsinore, and Canyon Lake
- Rancho California Water District (RCWD) — serves most of Temecula and portions of Murrieta and Winchester
To confirm which district serves your address, look at your water bill — the agency name appears in the header. You can also call your local water district or check their website.
How Much Can You Get Back?
Rebate amounts vary by program and funding availability. As of 2025, typical rebate ranges in this area:
- EVMWD Turf Replacement: Up to $2–$3 per square foot of qualifying lawn removed and replaced with water-efficient landscaping
- RCWD WaterSmart Landscaping: Up to $2 per square foot for qualifying turf conversion projects
- Metropolitan Water District (MWD) SoCal Incentive: Additional $1 per square foot layered on top of local rebates for customers in MWD's service area (which includes EVMWD and RCWD customers)
A 500 sq ft lawn replacement can realistically yield $1,500–$2,000 in combined rebates. A 1,000 sq ft front yard replacement can return $3,000–$4,000. These are rebates paid to you after the project is complete and verified — money in your pocket on top of the long-term water savings.
What Qualifies for the Rebate?
Most rebate programs require:
- Removal of existing turf (grass must be fully removed, not just killed)
- Replacement with drought-tolerant plants, mulch, permeable hardscape, or artificial turf (rules vary by district — artificial turf may qualify under some programs)
- Installation of drip or low-flow irrigation (sprinklers spraying grass typically don't qualify)
- Pre-project approval from the water district before you start (critical — most programs require you to apply and get approval before breaking ground, or you'll be disqualified)
- Post-project inspection by the water district
